In depth “double carbon” policy research Schneider Electric released macro insight report on energy reform

Since the proposal of China’s “double carbon” goal in September 2020, it has provided important policy guidance for coping with climate change and promoting green development. Recently, as a leading enterprise think tank integrating global wisdom, Schneider Electric Business Value Research Institute, starting from the goal of “double carbon” and starting from the three dimensions of country, region and industry, issued a Macro Policy Research Report – “pulse the trend of” double carbon “policy and explore the road of energy Transformation – macro insight into energy reform” (hereinafter referred to as the report). The report combs and interprets the relevant policies on energy reform over the past year and provides a prediction of the policy direction in the future, in order to provide a value reference for China’s industries, regions and enterprises to realize the low-carbon transformation of energy.

At present, the national level is extremely promoting the green and low-carbon transformation of the energy system and supporting the implementation of the “double carbon” goal. In combination with the outline of the 14th five year plan, the business value research institute interprets the “double carbon” path and summarizes the four directions of system reform, energy conservation management, carbon reduction and emission reduction and market guidance. At the same time, it points out that the establishment of a modern energy system, the higher requirements of energy conservation management and the rigid goal of carbon reduction and emission reduction all depend on the improvement of the technical level of energy management. In fact, the upgrading of energy management to digital and intelligent has become a trend, and the transformation of energy green strategy will be the only way for future development.
On the road of green transformation, local governments also take the initiative to respond, fully combine the characteristics of local industries, and introduce policies according to local conditions to promote regional energy reform and low-carbon development. For example, first tier cities such as Beijing and Shanghai will focus on optimizing the energy consumption structure, while traditional industrial areas such as Heilongjiang and Liaoning will focus on the development of renewable energy. However, based on the analysis of the barometer of the completion of the dual control target of energy consumption in all regions in the first half of 2021, the report points out that the current progress of the “dual control” is not optimistic, and all localities will comprehensively strengthen energy management in the future.
In addition to policy promotion, the implementation of the “double carbon” goal is also inseparable from the transformation and upgrading of various industries. The report focuses on the four high energy consuming and high emission industries of energy, industry, construction and data center, and provides direction guidance for their energy reform requirements and current pain points. The emission reduction effect of these high energy consuming industries is very important to achieve the overall national goal, and their successful transformation experience will be the first demonstration of promoting low-carbon emission reduction in the whole industry.
At present, 80% of carbon dioxide emissions come from energy consumption. The concept of green energy management and related technologies play a key role in realizing low-carbon development. The report points out that the final “double carbon” goal will be achieved under the national “one game of chess”, and regions and industries will adopt the coordinated approach of “step-by-step” and “multi center” according to the differences of development stages.
